When installed and data relative to <br />weight and cubic content can be validly determined, the City <br />will convert to measurement by weight tipping charge approx- <br />imately equivalent to the measurement by volume charge." <br />The City has had a scale in operation at the Austin Road <br />Landfill for over a year. The scales were installed so that <br />the City could change its tipping fee for all solid waste <br />received at the Austin Road Landfill from a volume to a <br />weight measurement. The measuring of volumes can be diffi- <br />cult and it is often necessary to rely on a quick estimate <br />made by the landfill operator. At the time the proposal was <br />made to change from a.volume measurement to a weight measure- <br />ment, it was anticipated that the tipping fee would be set <br />at a point where the annual tipping fee revenue to the City <br />would remain approximately the same. <br />After a year of recording weight versus volume of material <br />delivered to the Austin Road Landfill, our records show a <br />considerable weight difference exists between the various <br />types of loads. These densities varied from an average of <br />701 pounds per cubic yard from Sunrise Sanitation Service <br />residential collection vehicles to an average of 313 pounds <br />per cubic yard for Stockton Scavenger Association commercial <br />collection vehicles.
