Jff <br />STAFF REPORT: TRANSITION FROM VOLUME TO WEIGHT <br />MEASUREMENT AT THE AUSTIN ROAD LANDFILL SITE (PAGE TWO) <br />A tipping fee of $5.70 per ton would produce approximately <br />the same annual revenue as a tipping of 51.25 per cubic <br />yard. If the City converted to a single weight -based fee, <br />the wide variation in densities would impact the firms' <br />hauling material to the Austin Road Landfill as shown in <br />Exhibit "A". Exhibit "B" shows the amount of solid waste <br />hauled to the Austin Road Landfill during three typical <br />months in 1982. <br />The change in tipping fees from $1.25 per cubic yard to <br />$5.70 per ton would decrease the operating cost for Stockton <br />Scavenger's commercial operation and increase the operating <br />cost for all other firms. The premise for going from a fee <br />based upon cubic yards to one based upon tons is so that <br />each operation would pay their fair share, based upon the <br />amount of space their refuse occupied at the landfill. In <br />addition, the weight is an actual measurement and not one <br />based upon someones estimate. A resolution establishing a <br />tonnage tipping fee would also include a flat rate of $1.25 <br />-per cubic yard to be utilized in case the scale is not <br />functioning. During the past year the scale has not been in <br />operation for approximately 15 days mainly due to being hit <br />by trucks using the landfill. <br />The City's agreement with the Stockton Scavengers Association <br />' <br />and the Sunrise Sanitation Services states: Tipping fees <br />shall be subject to adjustment concurrent with each adjust- <br />ment in collection rates." Therefore, the time to change <br />the tipping fees from a cubic yard basis to a tonnage fee is <br />at the present time when the contractors are requesting a <br />rate increase. Any cost adjustment due to a fee change from <br />cubic yards to tons will be reflected in the rate adjustment. <br />RECOMMENDATION <br />It is recommended that the tipping fees at the Austin Road <br />Landfill be changed from $1.25 per cubic yard to $5.70 per <br />ton with a provision that the fee shall be $1.25 per cubic <br />yard at any time the scales are not operable. The $5.70 per <br />ton would become effective 60 days after the Council approves <br />a rate adjustment in the residential garbage collection fee. <br />0 <br />
