a <br /> 4) Upon inspection this date, it was observed that the valve located at the bottom <br /> south-middle side of the Imhoff tank had been opened. There was evidence that i <br /> effluent and sludge had been discharged from the tank though PVC pipe onto a <br /> designated area located within the wastewater treatment plant. The area(s) I <br /> measured approximately five by six feet. Maintenance personnel was present <br /> -and questioned about the discharge. Maintenance personnel had removed the <br /> existing cap at the valve to allow the discharge onto the ground because it was ` <br /> stated that "the system was dead and',he was told to uncap the line at the valve". <br /> The employee was instructed to cease and desist the illegal discharge and to F <br /> recap the line at the valve immediately, and only upon authorization from } <br /> management of this facility. w <br /> Discharge of wastewater constituents including sludge is prohibited per San i <br /> Joaquin County Onsite Disposal Standards and is a violation of the Waste <br /> Discharge Requirement as specified.,This facility shall abide by the Waste <br /> Discharge Requirements set forth by Order No. 94-101 and shall be compliance <br /> with Order No. 94-101, Part C. Sludge Disposal as stated below: <br /> I <br /> 1. Collected screenings, sludges, and other solids removed from liquid f <br /> wastes shall be disposed of in a:manner that is consistent with Chapter <br /> { 15, Division 3, Title 23, of the California Code of Regulations and <br /> approved by the Executive Officer. <br /> This facility shall submit a work plan to the EHD that specifically addresses the <br /> remediation of the sludge and incorporates the methods of removal and disposal <br /> to an approved facility. Documentation of the disposal shall be submitted for <br /> review to the EHD within thirty days and no later then March 25, 2011. A re- <br /> inspection shall be conducted to ensure that the sludge and all other associated <br /> materials have been cleaned up and all area(s) sanitized. <br /> 5) The wastewater is processed at the lnihoff tank and then transported via <br /> gravity flow to the ponds located southwest across Interstate Highway 5. <br /> Upon inspection, the gate allowing entry to the ponds was Iocked.'The k <br /> ponds appeared to be maintained and may be in need of a repair to the berms in <br /> the future. It was observed the sand bags berming the top of the ponds are <br /> severely deteriorating or deteriorated. No presence of gopher holes were ' <br /> observed. Pictures taken. <br /> 6) For-the permitting year 2011 analytical testing and reporting to the <br /> Environmental Health Department (EHD), shall be required as part of a condition , <br /> of the operating permit. The monitoring frequency shall be determined at a later <br />{ date by the EHD. The wastewater shall be required to be sampled for the <br /> following constituents by an employee of a state certified analytical laboratory <br /> and results submitted to the EHD for review: } <br /> i <br /> f` TKN Included Nitrates and Ammonia <br />} BOD Biological Oxygen Demand <br /> TSS Total Suspended Solids <br /> r pH <br /> CBOD Carbonaceous Biological Oxygen Demand <br /> i <br /> 3' <br />
