Uponinspection, no odors were detected at, <br /> near, and around perimeter boundries. The redwood board staircase accessing <br /> IF' the open area(s)of the Imhoff tank_ was repaired in 2006. <br /> w <br /> l <br /> However, it was observed and noted upon inspection this date that several of the <br /> boards are in need of replacement. One of the boards that require immediate 1 <br /> replacement is located at the top of the staircase. The maintenance personnel <br /> conducting the joint inspection with EHD personnel stomped on the board upon <br /> exiting from the top of the staircase for an unknown reason and caused <br /> additional damage. The board completely cracked through and a portion was I <br /> sheared off at the board edge. Before;and after pictures were taken. The event <br /> was discussed with management upon the exit interview as immediate repair to F <br /> the board is required due to the hazardous and unsafe condition of the staircase. <br /> The EHD ordered management to prohibit any personnel on the stairs until the <br /> boards are repaired to prevent any trips, s ills and potential accidents to <br /> personnel associated with the maintenance <br /> , <br /> and operations of the wastewater <br /> treatment plant. A reinspection will be''required to confirm that all required work <br /> has been completed. Pictures taken. <br /> 2) Upon inspection, the facility plant yard appeared to have excessive weeds. Upon <br /> discussion with the maintenance operator, it was stated that the weeds had been <br /> sprayed the week before. The gates were locked and signs are posted at the <br /> north, south, east and west locations to prevent unauthorized person(s)from <br /> illegal entry. No odors were detected at the plant. Excessive weeds were <br /> observed. Continue ongoing weed control methods. Ensure that the stairs and <br /> walk-ways are not slippery upon inclement weather by installing additional grip <br /> paper to the surface of the stairs and planks surrounding the Imhoff tank. Provide <br /> appropriate safety measures on a continuous basis. Pictures taken. <br /> i f located north of the alarm <br /> 3) It was observed at the southeast border ng fence ovate o } <br /> system that solids including plastic materials, had been disposed of on a <br /> Visqueen plastic measuring approximately three feet by ten feet. Some of the J. <br /> E solids appeared to be sludge and solids removed from the main liftstation tanks f <br /> located just south. See pictures enclosed. This is a violation of the San Joaquin <br /> County Onsite Disposal Standards. The disposal of sludge or materials that are a <br /> processed through the wastewater treatment plant are to be disposed of at an <br /> approved facility. Maintenance personnel was instructed upon inspection to <br /> immediately discontinue this method. The materials are to be removed F <br /> immediately to prevent exposure of pathogens or biological contaminants to <br /> personnel. Pictures taken.- <br /> This facility shall provide the EHD with a work plan that specifically addresses the <br /> removal and legal disposal of the materials and shall provide receipts indicating <br /> that the removal to an approved facility has been completed. Sanitation of all <br /> areas is required. Further occurrences of this nature shall be referred to the I <br /> Central Valley Regional Water Quality':Control Board (CVRWQCB)for further - <br /> evaluation and abatement.
