2) Upon inspection, the facility plant yard appeared well maintained. The gates were <br /> locked and signs are posted at the north, south, east and west locations to <br /> Prevent unauthorized person(s)from illegal entry. No odors were detected at the <br /> plant. Some weeds were observed and it was noted that upon conversation with <br /> the operator that the weeds would be mitigated as soon as possible. Continue <br /> ongoing weed control methods.Ensure that the stairs and walk-ways are not <br /> slippery upon inclement weather by installing additional grip paper to the surface <br /> of the stairs and planks surrounding the Imhoff-Tank. Provide appropriate safety <br /> measures on a continuous basis. <br /> 3) The waste water is processed at the Imhoff-Tank and then transported via <br /> gravity flow to the ponds located southwest across Interstate Highway 5. <br /> Upon inspection, the gate allowing entry to the ponds was locked. The <br /> ponds appeared to be maintained but may be in need of a major repair to the <br /> berms in the future. It was observed the sand bags berming the top of the ponds <br /> are deteriorating. No presence of gopher holes were observed. <br /> 4) All other area(s) related to the operation and maintenance of Mokelumne <br /> Manor Sewage Treatment Plant appear to be functioning per San Joaquin <br /> County Sewage Standards. Continue to maintain and operate efficiently. <br /> 5) For the permitting year 2009, analytical testing and reporting to the <br /> Environmental Health Department (EHD), may be required as part of a condition <br /> of the operating permit. The monitoring frequency is to be determined at a later <br /> date by the EHD. The waste water may be required to be sampled for the <br /> following constituents by an employee of a state certified analytical laboratory <br /> and results submitted to the EHD: <br /> TKN Included Nitrates and Ammonia <br /> BOD Biological Oxygen Demand <br /> TSS Total Suspended Solids <br /> pH <br /> CBOD Carbonaceous Biological Oxygen Demand <br /> 6) A Wastewater Treatment Plant Operator, or a Certified Operator, certified by the <br /> State of California Water Resources Control Board (SWRCB), shall be available <br /> to operate the plant by June 30, 2009, per San Joaquin County OnSite <br /> Wastewater Disposal Standards, Section 4.5., and Section 4.13., (San Joaquin <br /> County Ordinance Code Section 9-110.5).
