Chesney Consulting <br /> January 10, 2023 <br /> San Joaquin County Environmental Health Department (EHD) <br /> Mr. Steven Shih, REHS , Program Coordinator <br /> 1868 East Hazelton Ave. <br /> Stockton, CA 95205 <br /> Dear Steven; <br /> Regarding our conversations about the qualifications of operating, monitoring and/or testing of <br /> wastewater treatment plants, also known as Package Treatment Plants (PTP) in non-sewered <br /> areas, I have discovered the following: <br /> In reviewing the requirements of a Wastewater Operator Certification Program (WWOCP)/ <br /> Wastewater Treatment Plant Classification, it appears in Section 13626 of the Water Code that <br /> the Code gives the W WOCP responsibility of classifying a treatment plant as 1 .) A Publically <br /> Operated Treatment Works (POTW), 2.) Private plants regulated by the Public Utilities <br /> Commission (PUC), or 3 .) Issued a Waste Discharge Requirement (WDR) by a Regional Board. <br /> The package treatment plants that I have been associated within San Joaquin County are all <br /> private and not a POTW, not regulated by the PUC, nor under WDRs.
