Chesney Consulting
January 10, 2023
San Joaquin County Environmental Health Department(EHD)
Mr. Steven Shih, REHS, Program Coordinator
1868 East Hazelton Ave.
Stockton, CA 95205
Dear Steven;
Regarding our conversations about the qualifications of operating, monitoring and/or testing of
wastewater treatment plants, also known as Package Treatment Plants (PTP) in non-sewered
areas, I have discovered the following:
In reviewing the requirements of a Wastewater Operator Certification Program (WWOCP)/
Wastewater Treatment Plant Classification, it appears in Section 13626 of the Water Code that
the Code gives the W WOCP responsibility of classifying a treatment plant as 1.) A Publically
Operated Treatment Works (POTW), 2.) Private plants regulated by the Public Utilities
Commission (PUC), or 3.) Issued a Waste Discharge Requirement(WDR) by a Regional Board.
The package treatment plants that I have been associated within San Joaquin County are all
private and not a POTW,not regulated by the PUC, nor under WDRs. Therefore, since I have
never been involved in any of the three classifications listed, I cannot become classified.
As you know, I have been involved with primary PTPs such as Orenco Advantex, MicroSepTec,
Norweco systems, et al.
As a CA Registered Civil Engineer, you requested that I provide my RCE license to document
my duties as a Professional Engineer when working with any PTP within San Joaquin County.
This license is attached.
Thank you for your attention to this matter, and please contact me if there should be any
questions.
Respectfully submitted, froleS V'
P1 y1. l.f4
w No,75479 rn
Don C sney, PE
Encl: RCE License ofattaa`
P.O.Box 3794 13 Turlock, CA 95381 ❑ 209.402.1652 ❑ ddchesney(acharter.net
