Kennedy/Jenks Consultants <br /> 1 April 2009 <br /> Technical Memorandum <br /> To: John Marlow, Owner <br /> From: Robert Ryder, P.E., Project Engineer <br /> SUbject: Islander Mobile Home Park Water Treatment Plant—Additional Facilities <br /> K/J 0768019.00 <br /> Background: <br /> The demonstration testing of the Islander Mobile Home Park Water Treatment Plant (WTP) was <br /> conducted in February 2009, and a report summarizing the results was prepared by <br /> Kennedy/Jenks Consultants (KJC) on 6 March 2009, which was then transmitted to San Joaquin <br /> County. This report indicated that the treated water at all of the times tested met secondary water <br /> quality limits for iron ad manganese, that there was no indication of insufficient pressure in the <br /> distribution system and that there was sufficient chlorine being dosed into the Bar Well to achieve <br /> regenerated effectiveness of the pyrolusite filter media. <br /> I then went on vacation in New Zeland on 9 March 2009, but left contact phone and fax numbers to <br /> be available for emergency communication. I received a fax message on 18 March forwarded by <br /> David Irey to Mike Hakeem and then to me which stated additional treatment facilities and <br /> operating conditions to be implemented prior to approval of the system by the Environmental <br /> Health Department (EHD) that include: <br /> 1. A 1,000 gallon storage tank and booster pump to increase safe drinking water and <br /> reliability requirements for quantity and quality of water. <br /> 2. Treated water to have chlorine residual of at least 1 mg/I to ensure media is properly <br /> oxidized. <br /> 3.
