Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />November 20, 2019 <br /> Facility Address: <br /> 10520 Trinity Pkwy, Stockton <br /> Facility Name: <br /> PetSmart #1188 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site, in the hazardous waste storage area, with <br />incomplete labeling. The containers were: <br />1. A Toxic Hazardous Waste tote, containing a partially empty bottle of Skout's Honor Urine Destroyer liquid, was <br />missing the generator name, the accumulation start date, and did not have the physical state and contents boxes <br />checked on the hazardous waste label (see photos IMG 9463-4). <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words “Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date. <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Notes: <br />- At the time of inspection, an open bucket was observed next to the hazardous waste storage area and <br />contained the following dusty and rusted aerosol cans, which no longer appeared to be in use: two aerosol cans <br />of Rust-Oleum High Performance Enamel, one aerosol can of Rust-Oleum Inverted Parking Paint, one aerosol <br />can of Rust-Oleum Appliance Epoxy, one aerosol can of Valspar paint for outdoor plastic, and one aerosol can of <br />Glade air freshener (see photos 9467-72). <br />A second open bucket was observed containing the following dusty and/or rusted chemical containers, which no <br />longer appeared to be in use: a pail of Valspar Latex paint, an aerosol can of Buckeye Workout <br />Cleaner/Degreaser, bottle of toilet bowl cleaner, and an aerosol can of Santa Pere Noel Snow Neige (IMG <br />9473-8). <br />Ashley Hammick, Assistant Store Leader, was not sure if the above listed aerosol cans and chemical container <br />were still going to be used by the facility. <br />Immediately make a waste determination for the listed aerosol cans and chemical containers, and if determined <br />to be waste, make a hazardous waste determination. Submit a statement and supporting documentation with <br />your waste/hazardous waste determination. Demonstrate current storage and labeling for wastes determined to <br />be hazardous wastes.
