JOAQUIN <br />COUNTY <br />Environmental Health Department <br />AMENDED <br />10/23/2019 <br />Large Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />MEINEKE CAR CARE CENTER <br />185 S UNION RD, MANTECA <br />October 22, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />109 <br />CCR 66265.53 Failed to maintain a hazardous waste contingency plan onsite and submit to required agencies. <br />OBSERVATION: A copy of the contingency plan was not observed on-site during the inspection. <br />REGULATION GUIDANCE: <br />A copy of the contingency plan and all revisions to the plan shall be: <br />(a) maintained at the facility; and <br />(b) submitted to all local police departments, fire departments, hospitals, and State and local emergency response <br />teams that may be called upon to provide emergency services. <br />CORRECTIVE ACTION: Maintain a copy of the contingency plan on-site and submit to all required local agencies. <br />Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental <br />Health Department (EHD) within 30 days. <br />This is a minor violation. <br />114 <br />CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: Designated facility signed copies of Uniform Hazardous Waste Manifest (UHWM) numbers <br />019743241JJK from 1/2/19 and 018964971JJK from 6/20/19 were not found on-site. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. The hazardous waste generator must submit an exception report to <br />the California Department of Toxic Substances Control (DTSC) within 45 days if the destination facility signed <br />manifest copy is not received from the transporter or designated facility. <br />CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San <br />Joaquin County Environmental Health Department (EHD). If the destination facility signed manifests cannot be <br />found then prepare an exception report for each missing manifest as required by Title 22 California Code of <br />Regulations section 66262.42.
