Environmental Health Department
Small Quantity Hazardous Waste Generator Inspection Report
Date:
November 07, 2019
Facility Address:
5406 Pacific Ave, Stockton
Facility Name:
Petco #1319
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
RemarksItem #
106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures.
OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented) that
employees who handle hazardous waste were properly trained, based on the following observations:
1. When asked how the facility manages the waste generated from a chemical spill clean-up, Claudia Castellanos,
Assistant Store Manager, gave the example of a shampoo spill. Claudia stated if a container of shampoo were to
spill onto the facility floor, the container of shampoo would be placed into the appropriate hazardous waste bin,
while the paper towels used to wipe up the spilled shampoo would be disposed of into the trash. According to the
Hazardous Waste Area and Spill Supplies Instructions listed on the Petco poster, found in the hazardous waste
storage area, potentially hazardous materials are never to be disposed of in the trash or down the drain, and paper
towels used to wipe up a small spill are to be placed in a bag, labeled, and placed into the appropriate hazardous
waste bin (see photos IMG 9295-6). Also according to this poster, shampoos are classified as potentially toxic
hazardous materials. According to the label on the Toxic Hazardous Waste bin, found in the hazardous waste
storage area, shampoo is listed as an example of toxic hazardous waste, and a Tropiclean Cat Shampoo was found
in the Toxic Hazardous Waste bin (IMG 9306-10).
REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with
proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations
and emergencies.
CORRECTIVE ACTION: Immediately train the employees. Provide proof of training and training materials within
30 days to the San Joaquin County Environmental Health Department (EHD) for employees whose responsibilities
include hazardous waste.
This is a minor violation.
FA0016654 PR0541075 SC001 11/07/2019
EHD 22-01 Rev. 9/20/2019 Small Quantity Hazardous Waste Generator OIRPage 4 of 7
1868 E.
