Because there is no General Plan, a Master Plan, a Specific Plan, or a Special Purpose Plan specifying the width of this section of road, then section (e) 3 applies, which states, "If the existing right-of-way is equally divided by the original property line or section line, then the required dedication shall be no more than one-half ('/2) of the amount needed to achieve the total required road width." We are limited to the 5 foot dedication. The road widening on Ashley is per the County Improvement Standards for a 50' Rural Road. This detail is attached, which shows a 5 foot wide ditch with a 4' shoulder, in addition to the paved shoulder (there is 16' of pavement, which is a 12' lane and 4' paved shoulder).
