0 <br /> Narrative Roos Ranches <br /> March 18, 2003 Robert McClellon an employee of the Environmental Health <br /> Department (EHD) made contact with Jeff Stuit of Roos Ranches. Robert <br /> McClellon informed Jeff Stuit that this department had received a <br /> complaint regarding his solid waste collection operation. Mr. Stuit <br /> asked for specifics. Robert McClellon explained that the EHD would need <br /> to make an inspection to determine if the solid waste collection <br /> operation is in violation of San Joaquin County Ordinance Code. An <br /> inspection date was set for March 20, 2003 @ 10:00 AM <br /> March 20, 2003 Robert McClellon arrived at Roos Ranches located at <br /> 23313 Highland Ave, Ripon, CA. Robert McClellon spoke with Mr. Stuit <br /> and provided a copy of the Ordinance Code. The solid waste collection <br /> operation is in violation of the ordinance code and does require a <br /> haulers license. Mr. Stuit explained that the operation was seasonal <br /> and that they are just trying to fill in the down time of the <br /> equipment. Robert McClellon explained that there was no exemption based <br /> on that information. Robert McClellon informed that the Solid Waste <br /> Division (SWD) would forward him an application for the haulers <br /> license. <br /> March 20, 2003 Robert McClellon sent an E-mail to Tom Horton of the <br /> SWD. The E-mail asked the SWD to send Roos Ranches an application for a <br /> haulers license (See Exhibit A) . <br /> April 1, 2003 the EHD sent Jeff Stuit of Roos Ranches a letter. <br /> The letter cited San Joaquin County Ordinance Code, Chapter 2, Section <br /> 5-2202 (b) , and directed Roos Ranches to immediately discontinue <br /> collection and transportation of solid waste and make application for a <br /> haulers license to the San Joaquin County Department of Public Works, <br /> Solid Waste Division (See Exhibit B) . <br /> On or about April 4, 2003 Robert McClellon received a phone call from <br /> Jeff Stuit of Roos Ranches. He indicated that he had received the <br /> letter. He stated that he had not received an application from SWD. <br /> Robert McClellon indicated that he had contacted SWD and requested that <br /> they send you a copy of an application. Robert McClellon indicated that <br /> he would contact SWD again in regards to the application. Robert <br /> McClellon pointed out that the letter stated to immediately discontinue <br /> that collection and transportation of solid waste. Mr. Stuit indicated <br /> that he was pulling bins, but that it was going to take a while. Robert <br /> McClellon indicated that if the EHD receives complaints about the bins <br /> that the EHD was going to follow up. <br /> April 15, 2003 Robert McClellon of the EHD received a phone call from <br /> the complainant. The complainant indicated that Roos Ranches was still <br /> collecting waste and gave a location (corner of Airport Way and <br /> Woodward Road) . Robert McClellon asked if there were other locations <br /> that the complainant knew about. He indicated that he would fax over <br /> more the next day. <br /> April 16, 2003 Robert McClellon and Ted Tasiopoulos conducted an <br /> inspection of the intersection of Woodward and Airport Way, Manteca. <br /> There was no bin at that location, but driving east on Woodward Road <br /> one was spotted at 6046 Woodward. Robert McClellon spoke with the <br /> property owner. Robert McClellon asked when was the bin dropped on the <br />
