In conversation <br /> with the property owner he stated that the guy at Roos Ranhces <br /> indicated to him that he had been experiencing trouble with the County <br /> in regards to the collection of solid waste. Robert McClellon asked for <br /> permission to photograph the dumpster. The property owner indicated <br /> that it would be ok. (See Exhibit C) <br /> April 16, 2003 Robert McClellon and Ted Tasiopoulos made an inspection <br /> at Van Unen Miersma Propane located at 20504 S. Hwy 99 Ripon, CA. <br /> Robert McClellon spoke with Jack Culbertson District Manager at Van <br /> Unen Miersma Propane. Robert McClellon explained that Roos Ranches is <br /> providing solid waste removal services with out a permit. I asked if <br /> anyone from Roos Ranches had contacted them with that information. Mr. <br /> Culbertson indicated that he had no knowledge of there status. Robert <br /> McClellon asked for permission to inspect and photograph the dumpster. <br /> Mr. Culbertson indicated that it would be ok. (See Exhibit D) <br /> April 17, 2003 Robert McClellon received a phone call from Tom Beck, <br /> attorney for Roos Ranches. Mr. Beck indicated that his clients were <br /> going to try and obtain a haulers license. He indicated that someone at <br /> Public Works indicated that they would not be allowed to operate <br /> because Roos Ranches is not in an industrial zoned area. Robert <br /> McClellon explained that the yard they work out would need to be <br /> properly zoned. Robert McClellon explained that the letter that was <br /> sent to Roos Ranches directed them to discontinue immediately. Mr. Beck <br /> indicated that Roos Ranches were pulling their bins and would make <br /> application. <br /> April 18, 2003 Robert McClellon received a phone call from Jeff Stuit <br /> of Roos Ranches. Mr. Stuit indicated that they were pulling all of <br /> their bins. He asked if he could operate as a hauler of construction <br /> and demolition waste (C&D) Per San Joaquin County Ordinance Code <br /> Section 5-2302 and the waste generated by their own company. Robert <br /> McClellon cautioned him that if the EHD receives a complaint regarding <br /> one of his dumpsters, that the EHD will follow up and determine if the <br /> dumpster is in violation. Robert McClellon explained that the EHD will <br /> survey the dumpster and determine if the waste is C&D or other waste. <br /> Robert McClellon explained that cleaning up around a property is not <br /> considered C&D. Mr. Stuit indicated that he understood and indicated <br /> that they would be pursuing C&D waste type until they get their haulers <br /> license, if they decide to apply. <br /> April 23, 2003 the EHD received a fax message from the complainant. The <br /> fax message indicated several locations where Roos Ranches had garbage <br /> bins. Robert McClellon directed Ted Tasiopoulos to make inspection to <br /> verify the information. Ted Tasiopoulos investigated and discovered <br /> three other garbage bins at the locations specified in the fax and <br /> documented their whereabouts. Ted Tasiopoulos also verified and <br /> documented that the garbage bins discovered on April 16, 2003 where <br /> removed from these addresses. (See Exhibit E) <br /> April 24, 2003 Robert McClellon received a phone call from Jeff Stuit <br /> of Roos Ranches. He stated "well I see you are still pounding the <br />
