REHS <br />The San Joaquin County Environmental Health Department (EHD) has reviewed the Wastewater System <br />Design (the Plan) prepared by Kjeldsen, Sinnock & Neudeck, Inc. (KSN) dated October 2019, and two <br />additional Design Submittals submitted to EHD on February 20, 2020, to install a 5,000 -gallon waste -water <br />holding tank (the tank) at the above -referenced location (the site). In a conversation with Mike Torell on April <br />28, 2019, he confirmed the proposed tank is only for the bathroom facilities and the Picnic/ BBQ area sink; <br />the tank will not be connected to any of the boat slips or floating homes. <br />EHD has the following comments for your consideration: <br />1. The proposed location of the tank is about 67 feet from waterway based on the scaled diagram on <br />Sheet CS001 and also off Google Map. Minimum setback requirement for tank to waterways is 100 <br />feet according to Table 1.5 of Section 1.5 of the San Joaquin County Onsite Waste Treatment System <br />(OWTS) Standards. The tank does not meet this setback. <br />2. In Water System Calculation (2414-0010, dated 10/18/2019) included in the Plan, KSN estimated: <br />- Peak Day Use of 85 attendees/day, <br />- Overnight Water Use of 40 gallons/capita/day, <br />- Camp Day Use of 20 gallons/capita/day; <br />However, in the capacity calculation section which is used to justify the 5,000 -gallon holding tank, KSN <br />listed: <br />- 320 gallons for Average day demand <br />- 531 gallons for Peak Day Demand, and 3,750 gallons 7x Peak Week Demand <br />Using Average camp day use of 20 gallons/day at peak 85 attendees/day, that would work out to 1,700 <br />gallons/ (or 3,400 gallons/day at Peak Day Use), and in a week, that demand would be 11,900 gallons, <br />in contrast to the 3,750 gallons listed by KSN. Please provide further clarification to the calculations <br />and numbers. <br />3. KSN proposed a 5,000 -gallon holding tank. Section 10.4 of the OWTS Standards requires: <br />The liquid holding capacity shall be a minimum of seven (7) days of peak wastewater flow <br />generation with a one -hundred (100) percent reserve capacity. <br />Even if EHD accepts the 3,750 gallons for 7x Peak Week Demand (see above Item #1), the proposed <br />5,000 gallons capacity does not meet the required 7 day flow plus 100% reserve, which would be <br />7,500 gallons. Please provide additional information or revision that will meet this requirement. <br />1868 E.
