Franks One Stop - 2 - 5 February 2007 <br /> 2072 W Yosemite Ave., Mai :a <br /> To date, all work has been conducted by Regional Board staff with AquaScience Engineers <br /> Inc, (ASE) the consultant of record for your site and California Laboratory Services. From <br /> March 2005 through December 2006, State emergency funds from the Emergency, <br /> Abandoned and Recalcitrant (EAR) Account were used to conduct corrective action work at <br /> 2072 W. Yosemite Avenue, Manteca. Total EAR costs incurred to date for this site are <br /> $63,997.37. These costs represent corrective action measures that include the maintenance <br /> of domestic wellhead treatment systems, sampling of the domestic wells, analyses of samples, <br /> and costs associated with submitting reports of the sampling to the owners and tenants on <br /> domestic well water, GeoTracker and the Regional Board. <br /> The State contracting and accounting records for contract work conducted at this site are <br /> managed by the State Water Resources Control Board (SWRCB) in Sacramento. For an <br /> itemized accounting of all expenses to date and to request detailed records on the work costs <br /> and the associated lien(s), please contact Judy Reid, (916) 341-5760 at the SWRCB, <br /> Underground Storage Tank Cleanup Fund, EAR Program. <br /> The new EAR Program contractor for Northern California is URS Corporation of Sacramento. <br /> The URS Corporation contact is Vernon Elarth, (916) 679-2299. Enclosed is a Scope of Work <br /> for the pending Additional Site Assessment Phase of work and associated costs. The contract <br /> for this work is expected to be finalized by the end of February. You may request a copy of <br /> the final contract from Mr. A.K. Jain (916-375-4891) at the Department of General Services. <br /> This initial phase of work will include an evaluation of existing data for the site monitoring <br /> wells, one round of sampling and reporting of the groundwater monitoring and extraction wells <br /> and preparation of a new site assessment workplan to complete the characterization of the <br /> release, including the lateral and vertical extent of impacted groundwater. Additionally, URS <br /> Corporation will, as a part of their contract work, monitor and maintain the domestic well <br /> treatment systems, resume quarterly monitoring of site monitoring wells, implement the tasks <br /> in the pending site assessment workplan after regulatory approval, and write and implement a <br /> corrective action plan. This work will be conducted in a phased approach to implement the <br /> tasks required by Cleanup and Abatement Order No. R5-2003-0713 as described at our <br /> meeting on 27 November 2006, memorialized in our 27 November 2006 Memorandum and <br /> transmitted via letters dated 1 December and 21 December 2006. <br /> Please call me at (916) 464-4615 to schedule the proposed meeting and for any questions <br /> that you may have. <br /> ,JAMES L.L.
