a <br /> Mr. Frank Guinta - 2 - 21 December 2006 <br /> Ms. Shari Guinta. <br /> Mr. James Ramsey <br /> Ms. Marilyn Ramsey <br /> • Requested a meeting with Regional Board staff in January 2007 to discuss new <br /> data and information acquired since 2003 and proposed changes to the CAO. <br /> • Requested that the existing on-site and off-site monitoring wells be sampled by <br /> Aqua Sciences using EAR Account funding. <br /> Several of the comments were addressed during our 27 November 2006 meeting and <br /> summarized in our 1 December 2006 Meeting Minutes letter to you (copy attached). We <br /> have the following additional responses or clarifications to your comments: <br /> 1. The State Board EAR Account is not available to Dischargers and available funds <br /> are used by oversight agencies via contracts with the selected consultant(s) to <br /> conduct the requisite work; the Dischargers do not work directly with the consultant. <br /> 2. During our 27 November 2006 meeting we explained how the State contract <br /> process requires bids for a State-selected contractor, and that the State selection <br /> process will be finalized in January 2007. AquaScience Engineers Inc was notified <br /> by Regional Board staff of the bids submittal deadline and given contacts for the bid <br /> process but either did not apply or was not selected by State Board. The State <br /> contractor for this project cannot be changed per your request. <br /> 3. Regional Board staff were not present during your consultant's sampling of the four <br /> domestic wells for bacteria. However, on that day the Regional Board staff did <br /> sample all of the domestic wells, before and after treatment, for bacteria and <br /> several other constituents of concern. Our preliminary laboratory data indicates the <br /> presence of bacteria in only one of the wells identified by Mr. Guinta as being <br /> contaminated (17899 Airport Way) but only in the sample taken before the <br /> activated carbon treatment system. The sample taken after the carbon units was <br /> negative for the presence of bacteria. Samples taken on 6 December 2006 confirm <br /> these results. On 13 December 2006, Regional Board staff informed the well <br /> owner concerning the presence of bacteria in the domestic well. San Joaquin <br /> County Environmental Health Department was also notified of the Regional Board <br /> lab results of the bacteria sampling. The well owner stated to Regional Board staff <br /> that they will contact a well service to sanitize the domestic well. Final, lab-certified <br /> data are pending and will be made available to you. <br /> 4. We concur that the existing on-site and off-site monitoring wells should be re- <br /> sampled. Sampling of the monitoring wells is one of several tasks required by the <br /> CAO. The wells could potentially be sampled Aqua Sciences through our current <br /> EAR account contract or by the State Board's new EAR Account contractor. It is <br /> anticipated that the contract with the State Board's EAR Account contractor will be <br /> completed by 31 January 2007. <br />
