Forward a recommendation to the City Council to approve Negative Declaration No. 05-03. <br /> B. Adopt Resolution No. 1123, making findings and forwarding a favorable recommendation to <br /> the City Council to approve Prezone No. 05-06. <br /> C. Forward a recommendation to the City Council to forward Annexation No. ANX-05-03 to the <br /> Local Agency Formation Commission. <br /> Staff Analysis <br /> This item was continued from the April 26 meeting, to allow staff to conduct a meeting with the <br /> neighborhood about Redevelopment. The neighborhood meeting took place on Wednesday, <br /> May 4 in the city hall council chambers; approximately 30 area persons attended. <br /> Staff clarified that this is an annexation project, but that it will facilitate the future merging of this <br /> area into the City's present Redevelopment project area. And, that doing so will allow the City in <br /> the future to use available redevelopment "tools" in this area. Staff also responded to a number <br /> of questions regarding the annexation and Redevelopment involvement. The greatest concerns <br /> expressed or questions focused on three areas: The availability of city water and sewer; the <br /> disposition of farm animals; the continued use of flood irrigation, and continued use of their <br /> properties after the annexation. <br /> Staff noted that the extension of city water and sewer lines into the area is not contemplated <br /> at this time; and that the extension of such lines usually occurs as part of development <br /> projects. Additionally, private water wells and septic systems may continue to be used after <br /> annexation, until they completely fail. If a private system fails and there is no city sewer or <br /> water line available within 200 feet, the septic and/or water well system can be replaced. <br /> Staff clarified that minor maintenance (such as, replacement of pump motor) of the private <br /> systems does not constitute a system "failure". <br /> 1 <br />
