May 10, 2005 <br /> • Staff explained that when city sewer and water service becomes available, property owners <br /> may connect after securing a City permit and paying connection fees. <br /> • Staff explained that after annexation, existing farm animals may be kept but not increased in <br /> number and not replaced. However, there is the potential (if the City Council agrees) to <br /> develop a special arrangement between the City and the property owners for the keeping of <br /> farm animals. <br /> • It was explained that the South San Joaquin Irrigation District (SSJID) owns the irrigation <br /> system in the area, not the City. Moreover, that the SSJID must approve any termination of <br /> the irrigation system. Development is usually required to maintain the system in operation if <br /> lands down stream still require irrigation waters. <br /> • Staff noted that after the annexation, property owners contemplating improvements on the <br /> their property would need to contact the City for permits, not the County. Moreover, that <br /> residences located in areas zoned commercial or industrial will be "Grandfathered" as they <br /> exist. They can be replaced if destroyed, but not enlarged. <br /> There was also considerable discussion regarding the widening of Airport Way (the number of <br /> lanes, required improvements, and timing.) Staff explained that Airport Way will eventually (over <br /> a period of many years) be built to accommodate 6 lanes of traffic, a center turning median, and <br /> sidewalks. In addition, that these improvements are installed as development occurs in the <br /> area, not upon annexation. <br /> And finally, there was discussion regarding the potential extension of a city water main along <br /> Airport Way to the properties that are affected by the previous fuel contamination from Frank's <br /> One Stop gas station at the corner of Airport Way and Yosemite Avenue. Staff noted that the <br /> extension of a water line is not part of the annexation project; but annexation of the area would <br /> facilitate a future water line extension project. <br /> The previous agenda report for this project has been included with the agenda packet.
