But without <br /> the offsite monitoring wells to supplied needed hydrogeologic information, all we can do <br /> is observe, evaluate as best we can with the limited information, and record the impacts <br /> to the domestic wells. <br /> I have to refer your comments on whether or not you should be charged for the testing <br /> to the State Water Resources Control Board, Underground Storage Tank Cleanup Fund <br /> (SWRCB UST CUF), who have addressed your comments on the appropriate use of <br /> Emergency, Abandoned, and Recalcitrant Account funds a number of times in the past. <br /> Please note that they have been cc'd on this letter as well. <br /> Finally, in a perfect world, no mistakes would be made. The fact that this mistake in <br /> labeling a sample was disclosed in a public document, rather than hidden from you, <br /> shows that all of us who are working on your case do so with the highest professional <br /> standards and with integrity and honesty. <br /> My supervisor Brian Newman reviewed this letter; hence, he is not cc'd.
