v1
Frank Guinta March 29, 2013
Guinta Enterprises
305 N. Union Road
Manteca, CA 95336
Jim Munch,
CRWQCB - Sacramento
11020 Sun Center Drive, Ste. 200
Rancho Cordova, CA 95670-6114
Re: Well test results
Mr. Munch,
We see some anomalous results from the 2012 Q4 and Annual GWMR Table 3, p. 27 that I would
like you to investigate. On 12/4/2012 well 17926-GAC1 was showing MTBE at 240 where
readings for the last 5 years have been 3 and under. On 1/7/2013 well 17926-INF showed MTBE
at the exact same 240 with nothing on the other end and the readings for the last 5 years have
been 30 and below. A summary of the readings is shown in the table below.
Date 17926-INF MTBE 17926-GAC1 MTBE
3/14/12 9 1.2
6/7/12 11 3.0
8/23/12 41 <1
12/4/12 <1 240
1/7/13 240 <1
It appears to me that the reported results are physically impossible and frankly, with the exact
same spike value showing up first after the treatment system and then before the treatment
system in a test over a month later, it appears to me to be fraudulent. Is there no one who looks
at these reports for such obvious discrepancies or does it all fall on a property owner like myself
to discover them? This is the worst example I have come across, but there are many other
cases where the values are so inconsistent, that without any oversight for validation, I challenge
the validity of the results. I should not be charged for invalid tests or associated retests and
without the invoices, how am I supposed to know if I have been.
For your response, please copy my regular attorney, James Struck at the address cc'd, now that
he is off the long drawn out case that had him tied up.
Sincerely,
Frank Guinta
1
