SAN 10 A Q U I N Environmental Health Department <br /> ---COUNTY— AMENDED <br /> 8/13/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> H&H ENGINEERING CONST INC 212 INDUSTRIAL DR, STOCKTON August 06,2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste containers were found on-site in the hazardous waste storage <br /> area with an accumulation with no accumulation start date: <br /> -One blue 55 gallon steel drum containing uncrushed/u npunctu red metal and paper oil filters <br /> -One white 5 gallon plastic bucket containing used oil and uncrushed/unpunctured metal oil filters <br /> -One black 55 gallon steel drum containing oily absorbent <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month,the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site in the hazardous waste storage area with <br /> incomplete labeling. The containers were: <br /> -One blue 55 gallon steel drum containing u ncrushed/unpu nctu red metal and paper oil filters had a hazardous waste <br /> label missing the hazardous property, physical state,and accumulation start date. <br /> -One white 5 gallon plastic bucket containing used oil and uncrushed/unpunctured metal oil filters was missing a <br /> hazardous waste label. <br /> -One black 55 gallon steel drum containing oily absorbent had a hazardous waste label that was missing the <br /> physical state, hazardous property,name and address of the generator,accumulation start date,and the words <br /> "Hazardous Waste." <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state,composition <br /> (contents),accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
