ELECTRONIC COPY RECEIVED BY SJC EHD ON 7/19/2019 (hard copy received 7/23/19)
July 19,2019
Owens-Brockway Glass Container Inc.
Response to San Joaquin County Environmental Health Department's
June 5,2019 RCRA Large Quantity Hazardous Generator Inspection Report
01: John Granados
Plant Manager
G ASS 14700 W Schulte Road
Tracy,CA 95377
July 19, 2018 Tel:567-336-8296
Ms. Elianna Florido
San Joaquin Valley Environmental Health Department ("EHD")
1868 East Hazelton Avenue
Stockton, CA 95205-6232
Re: Owens-Brockway Glass Container Inc. Tracy Plant ("Owens")
RCRA Large Quantity Hazardous Waste Generator Inspection Report
("Inspection Report")
Dear Ms. Florido
This letter was written in response to the alleged open violations from EHD's RCRA Large
Quantity Hazardous Waste Generator Inspection of Owens' Tracy Plant on June 5, 2019.
Owens the Inspection Report by email on June 21, 2019; a copy is attached as Exhibit 1.
The alleged violations as numbered in the Inspection Report, as well as Owens' responses,
follow:
Item#102—CCR 66262.11 Failed to determine if a waste is a hazardous waste.
The following observations were made at the time of inspection:
1. Spillage of a green solidified substance was observed on the concrete pad beneath the
electrostatic precipitators. The substance was coming out of a pipe connected to the
electrostatic precipitators (see photos IMG 6889-90). Bill Boscacci, EH&S Director, stated this
substance would be cleaned up and placed in the roll-off bin used for non-hazardous waste
batch, without first determining if the green substance is hazardous.
Response to Item#102 (1):
The green substance observed during the inspection was collected, the area was cleaned up
(see photographs attached as Exhibit 2), and the green substance and materials generated
during cleanup were placed into the hazardous waste drum in accumulation area HWA-15. This
drum was shipped off-site under Hazardous Waste Manifest 013187875FLE, a copy of which is
included as Exhibit 3. This issue has been corrected.
1
