Tracy Plant ("Owens") <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> ("Inspection Report") <br /> Dear Ms. Florido <br /> This letter was written in response to the alleged open violations from EHD's RCRA Large <br /> Quantity Hazardous Waste Generator Inspection of Owens' Tracy Plant on June 5, 2019. <br /> Owens the Inspection Report by email on June 21, 2019; a copy is attached as Exhibit 1. <br /> The alleged violations as numbered in the Inspection Report, as well as Owens' responses, <br /> follow: <br /> Item#102—CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> The following observations were made at the time of inspection: <br /> 1. Spillage of a green solidified substance was observed on the concrete pad beneath the <br /> electrostatic precipitators. The substance was coming out of a pipe connected to the <br /> electrostatic precipitators (see photos IMG 6889-90). Bill Boscacci, EH&S Director, stated this <br /> substance would be cleaned up and placed in the roll-off bin used for non-hazardous waste <br /> batch, without first determining if the green substance is hazardous. <br /> Response to Item#102 (1): <br /> The green substance observed during the inspection was collected, the area was cleaned up <br /> (see photographs attached as Exhibit 2), and the green substance and materials generated <br /> during cleanup were placed into the hazardous waste drum in accumulation area HWA-15. This <br /> drum was shipped off-site under Hazardous Waste Manifest 013187875FLE, a copy of which is <br /> included as Exhibit 3. This issue has been corrected. <br /> 1 <br />
