July 19,2019 <br /> Owens-Brockway Glass Container Inc. <br /> Response to San Joaquin County Environmental Health Department's <br /> June 5,2019 RCRA Large Quantity Hazardous Generator Inspection Report <br /> 2. An off-white substance was found on the floor in the vicinity of the facility's newest generator <br /> (IMG 6932). Any person who generates a waste shall determine if the waste is a hazardous waste. <br /> Immediately stop disposal of the green substance from the electrostatic precipitators, make a <br /> hazardous waste determination for the substance, and manage it according the Title 22 <br /> hazardous waste regulations.Submit a statement and supporting documentation explaining how <br /> this waste was managed. This is a repeat violation, Class 11. <br /> Response to Item#102 (2): <br /> The off-white substance on the floor was collected in a plastic bag, which was shipped to a <br /> laboratory for analysis; none of this material remains on site. (See Exhibit 4—photo of the area <br /> after cleanup, and Exhibit 5 — photo of the plastic bag containing the off-white substance.) <br /> Owens has not yet received the analytical report for this material; upon receipt a copy will be <br /> submitted to EHD. <br /> If in the future similar material is accumulated in this area, it will be managed in accordance <br /> with the analysis of this off-white material. This issue has been corrected. <br /> Item#111 —CCR 66265.54 Contingency plan not current. <br /> At the time of inspection, Bill Boscacci, noted that the contingency plan did not list the street <br /> sweeper on the emergency equipment list. The street sweeper was observed cleaning the asphalt <br /> outside near the electrostatic precipitators, at the time of inspection. Bill also noted that the <br /> location of the vacuum listed on the emergency equipment needed to be updated, as a vacuum <br /> was also being used in the Batch House, in addition to the Mold Shop. Bill updated the contingency <br /> plan accordingly at the time of inspection. The contingency plan shall be reviewed and <br /> immediately amended, if necessary, whenever: <br /> - applicable regulations are revised; <br /> - the plan fails in an emergency; <br /> -facility changes in design, construction, operation, maintenance, or other circumstances that <br /> increases the potential for fires, explosions, releases of hazardous waste, or changes the response <br /> necessary in an emergency; <br /> - the list of emergency coordinators changes; or <br /> - the list of emergency equipment changes. <br /> Immediately amend the contingency plan, and submit a copy to the EHD for review. <br /> This was corrected on site. <br /> This is a repeat violation, Class 11. <br /> Response to Item #111: <br /> 2 <br />
