July 19,2019 <br /> Owens-Brockway Glass Container Inc. <br /> Response to San Joaquin County Environmental Health Department's <br /> June 5,2019 RCRA Large Quantity Hazardous Generator Inspection Report <br /> Response to Item#301 (8): <br /> This area has been cleaned. (Please see photograph attached as Exhibit 15.) Oily debris <br /> generated during cleanup was disposed of under Hazardous Waste Manifest 013185897FLE a <br /> copy of which is attached as Exhibit 9. This issue has been corrected. <br /> The following observation was made during the 2017 hazardous waste inspection, and has yet to <br /> be formally resolved: <br /> 9. Oily spillage was observed in the Batch House area under a mixing equipment and inside the <br /> secondary containment pan located under the said equipment. The EHD received a corrective <br /> action statement and supporting documentation explaining how this waste was managed on <br /> 6/13/2019 from Bill Boscacci. This issue has been corrected. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or <br /> release of hazardous waste to air, soil, or surface water which could threaten human health or <br /> the environment. Immediately fix any leaks and clean up any staining and used absorbent, <br /> including the items stated above, and manage according to Title 22 hazardous waste regulations. <br /> Submit a statement and supporting documentation explaining how this waste was managed. <br /> This is a repeat violation, Class 11. <br /> Response to Item#301 (9): <br /> As stated in the Inspection Report, this issue has been corrected. <br /> Item#303- CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or <br /> decontamination equipment. <br /> The 275 gallon tote of Regnis AC and the 275 gallon tote of Kleenoil 450 were observed in area <br /> D7 on the map on a secondary containment pallet. The drain of the secondary containment pallet <br /> was missing the drain cap (IMG 6907).
