The owner/operator written agreement in CERS is between the property/tank owner and 7 -Eleven. The facility form lists Sandeep Dhanda as the tank operator. 7 -Eleven is not listed on the facility form. The facility form states the operating permit is issued to Sandeep Dhanda. The most recent permit on site was issued to 7 -Eleven. If a permit is issued to a person other than the operator of the tank, that person shall enter into a written agreement with the operator of the tank to monitor the UST system. Immediately update CERS to contain accurate operator and written agreement information. This is a minor violation. 103 HSC 25292.2, 25299.30 Failure to submit and maintain complete and current financial responsibility documents. Financial responsibility documents on site were dated 12/12/17. The most recent documents in CERS are dated 12/2018. Current financial responsibility documents are required to be submitted annually and maintained on site. Immediately locate and maintain a current copy of the financial responsibility documents on site. This is a minor violation. 118 CCR 2715(a)(1)(A), 2715(a)(2) Failure to submit the "Underground Storage Tank Statement of Understanding and Compliance Form". The Underground Storage Tank Statement of Understanding and Compliance Form was not found in CERS. This form must be uploaded to the California Environmental Reporting System (CERS). Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov and upload the Underground Storage Tank Statement of Understanding and Compliance Form for this facility. This is a minor violation. 121 CCR 2712(f) Failed to submit a written response within 30 days of receiving an inspection report. An inspection was last done on February 2, 2018 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by March 4, 2018. It was received on May 5, 2018, two months past due. An operator that receives an inspection report shall have 30 days to submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. This is a Class II violation.
