This description may be consistent in its degree of specificity with descriptions for other similar positions in the same company location or bargaining unit, but shall include the requisite skill, education, or other qualifications, and duties of employees assigned to each position; (3) a written description, including a syllabus and/or outline, of the type and amount of both introductory and continuing training that will be given to each person filling a position listed under paragraph (d)(1) of this section; (4) employee -signed or -certified records that document that the training required under subsections (a), (b), and (c) of this section has been given to, and completed by, each employee. (e) The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. CORRECTIVE ACTION: Immediately properly train all employees who work with hazardous waste in compliance with the time frames and training materials required by this section. Provide training documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. The documentation must include a list of training topics, date of training, job title, name of employee, written job description (qualifications and duties), and employee signed (or certified) record that documents the training. This is a Class II violation. 202 HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. OBSERVATION. When asked by Denise Farias, Shift Leader, how the facility's tono batteries (used in equipment to test for eye glaucoma) are disposed of, Gabby Holdsworth, Registered Veterinary Technician, stated she disposes of the batteries into the trash like she does at home. According to the Banfield Pet Hospital Waste Management Plan, all batteries are to be managed as universal waste (see photos IMG 9552, 9577). REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized point. CORRECTIVE ACTION: Immediately cease disposal of batteries into the trash. Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days.
