This description may be <br />consistent in its degree of specificity with descriptions for other similar positions in the same company location or <br />bargaining unit, but shall include the requisite skill, education, or other qualifications, and duties of employees <br />assigned to each position; <br />(3) a written description, including a syllabus and/or outline, of the type and amount of both introductory and <br />continuing training that will be given to each person filling a position listed under paragraph (d)(1) of this section; <br />(4) employee -signed or -certified records that document that the training required under subsections (a), (b), and <br />(c) of this section has been given to, and completed by, each employee. <br />(e) The owner or operator shall maintain training records on current personnel until closure of the facility and <br />training records on former employees for at least three years from the date the employee last worked at the facility. <br />Personnel training records may accompany personnel transferred within the same company. <br />CORRECTIVE ACTION: Immediately properly train all employees who work with hazardous waste in compliance <br />with the time frames and training materials required by this section. Provide training documentation to the San <br />Joaquin County Environmental Health Department (EHD) within 30 days. The documentation must include a list <br />of training topics, date of training, job title, name of employee, written job description (qualifications and duties), <br />and employee signed (or certified) record that documents the training. <br />This is a Class II violation. <br />202 <br />HSC 25189.5(a) Disposed or caused disposal of HW at an unauthorized point. <br />OBSERVATION. When asked by Denise Farias, Shift Leader, how the facility's tono batteries (used in equipment <br />to test for eye glaucoma) are disposed of, Gabby Holdsworth, Registered Veterinary Technician, stated she <br />disposes of the batteries into the trash like she does at home. According to the Banfield Pet Hospital Waste <br />Management Plan, all batteries are to be managed as universal waste (see photos IMG 9552, 9577). <br />REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br />disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br />point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br />transportation to a permitted hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized <br />point. <br />CORRECTIVE ACTION: Immediately cease disposal of batteries into the trash.
