1. The ink and toner cartridges you saw in the "D&D" bin are not waste. They will go through sorts at Inmar and
further at HP,the other manufacturers or Clover Teck. The cartridges have real value. They are all sent under
bill of lading and with item-by-item inventories. In fact used cartridges are refilled, relabeled and repackaged as
Office Depot (OD) brand cartridges. Thus, the stores were not in violation around these items.
2. The cell phone screens sent back to Werx are recycled by Werx. Also Office Depot is getting out of the cell
phone repair business, so shortly going forward any broken screens will be placed in OD's Universal Waste
program. The screen(s)you saw were not hazardous waste. There were being sent back to WERX as UW-Used
Electronics for recycling. This is mail-back program (or UPS or FedEx),which is acceptable for universal waste.
3. Office Depot also collects used/empty ink and toner cartridges from customers, which are back hauled to the
distribution center(DC) (in this case at Fremont). The DC consolidates the ink and toner recycling boxes onto
fuller pallets. When there is sufficient number of pallets for a shipment to Inmar,
4. The Xerox residual or excess toner was being packaged and sent to Xerox for recycling, along with used Xerox
toner cartridges. This is not hazardous waste. It is an exempt recyclable. Xerox recycles the toner back into its
manufacturing process and recycles the containers.
5. The missing manifests at store 6298 are attached. They have been printed and placed in the binder at the store.
Attached are documents on the processes for:
1. The file named "HP-Returns—Eclaims discussion" describes the HP Return to Vendor (RTV)for credit process. It
clearly shows that the final disposition by HP is one of the following:
a. Return to stock
b. Refurbishment; or
c. Scrap/Recycling.
Thus the HP ink and toner cartridges in Office Depot/OfficeMax's Damages and Defectives (D&D) process
are Universal Waste—Used Electronics, not hazardous waste. We are working on getting similar
documentation for Clover, the vendor who supplies Epson and all other ink/toner brands, OD/OMX carries.
2. The file named "Epson_HP RTV Process (1)" describes what Inmar's process is for the cartridges.
3. The file named "Ink and Toner Process at Inmar"was put together by an Office Depot employee who went to
Inmar at Fullerton last week to ensure they properly understood where the different ink and toner cartridges
go. She took pictures of the consignee on the Bills of Lading.
4. The two files re XEROX: the one named "XEROX—SOP-3.29" shows screenshots form Office Depot's SOP on
packaging for shipment of the Xerox toner cartridges back to XEROX. The file named "Xerox Toner(2)" describes
who they recycle the toner. Note, while this document starts by stating the toner is not hazardous waste
federally,we recognize, that if not recycled, it would likely be a California hazardous waste.
5. The WERX process for used cell phone screens. It shows they are recycled. Moreover, OD/OMX is ceasing its
cell phone repair business, so this process will be ceasing shortly. Once that occurs any excess screens will be
disposed through the Stericycle/Clean Earth (OD/OMX hazardous waste service provider) program as Universal
Waste—Used Electronics.
I would like to talk this over and make sure we are on the same page.
Best regards,
John Storlie, PG I Principal Consultant I Managing Member
The OS Group, LLC
444 215 Street South I LaCrosse,Wisconsin 1 54601 1 USA
Direct:+1 608 433 9389 1 Mobile:+1 608 769 2433 1 Fax:+1 608 433 9386
lohn.storlie@theOSgrp.com I www.theOSgrp.com
bbo U biro up u:
CONFIDENTIALITY NOTICE: The information contained in this email and attached document(s) may contain
confidential information that is intended only for the addressee(s).
