TOWN & COUNTRY CONTRACTORS, INC. WORK PLAN <br /> Confirm Owner/Operator submits revised Hazardous Materials Business Plan <br /> Confirm disconnection of electrical services to tank <br /> Provide a minimum of 4 fire extinguishers with a class rating of 2A1 OBC within 75 feet of the <br /> removal operation AND during construction <br /> Provide and require workers to wear PPE Level D safety attire as required by local jurisdictions <br /> Temporary install " NO SMOKING " signs around the perimeter of all construction activities <br /> 3 . During construction <br /> Stormwater Management <br /> Appropriate storm water best management practices will be incorporated and maintained where <br /> necessary in order to prevent storm water run -on and runoff into or from the excavation area or soil <br /> stockpile areas . <br /> Project Organization <br /> All excavation work will be conducted by the designated contractor. Antea Group will collect the samples <br /> and send to Eurofins TestAmerica for evaluations and determination of the extent of excavation <br /> necessary to meet cleanup levels . <br /> Schedule <br /> It is currently anticipated that this work will be performed once the authority to construct has been issued <br /> by San Joaquin Environmental Health and Lodi City Fire Department and the owner has approved for the <br /> work to commence . The excavation and sampling will require approximately 2 days . The soil removal <br /> report will be submitted to San Joaquin County Health Care Services Agency within 30 days after receipt <br /> of final analytical results from Eurofins TestAmerica . <br /> 4 . Excavation <br /> Excavation of asphalt , pea gravel and dirt will be completed using a backhoe , or other means , <br /> and soil will be properly managed until testing and backfill occurs . Health and safety <br /> monitoring will be conducted throughout the excavation activities in accordance with the <br /> established health and safety program . <br /> 5 . Tank Inerting <br /> Before advancing excavation beyond the top of the UST ' s , and before any pipeline cutting , <br /> tank removal , or other tank activities , care must be taken to reduce explosive hazards . Belshire <br /> Environmental and its subcontractors will Inert the tank . <br /> Rendering a tank inert involves the physical displacement of oxygen from the tank or line (with incidental removal <br /> of flammable vapors ) , which reduces explosion hazards by removing the oxygen source required for a fire . <br /> Inerting will be done by using dry ice , a ratio of two pounds dry ice per 100 gallons of tank capacity. Dry ice shall <br /> be deposited in all appropriate tank openings at least 1 . 5 hours prior to tank removal to insure sufficient purging <br /> and venting . <br /> Verify all residual liquid , solids , or sludges be removed and handled in accordance with Chapter 6 . 5 and 6 . 7 of <br /> Division 20 of the Health and Safety Code . <br /> 6 . Stockpile Sampling <br /> Soil that is segregated in stockpiles for re-use as backfill will be sampled (screened ) in <br /> accordance with Regional Water Quality Control Board Guidelines and as directed by the field <br /> inspector. Stockpiles will be located in a secure area where the existing remediation <br />
