Stockpiles will be laid on top of impervious material and <br /> covered with plastic , waddles and sandbags . <br /> 7 . Tank Removal , Storage , and Disposal <br /> Hazardous material will be removed from tank and piping prior to tank removal and properly <br /> managed . Before offsite transport the tank will be verified that the interior atmosphere of the <br /> tank is less than 10 % of the LEL . Final cleaning of UST ' s and other appurtenances will be <br /> done by triple - rinsing using a high - pressure , low water volume washer to remove any <br /> remaining loose scale and tank bottom . Rinsate will be collected with portable pump and <br /> transferred to appropriate storage containers . Rinsing will continue via water spray until all <br /> loose scale and sludge is removed and sheen is no longer visible in the effluent stream . <br /> Materials generated as the result of the decontamination of tanks will be manifested as <br /> hazardous wastes . The UST ' s will be removed and piping will be removed and hauled by a <br /> licensed hazardous waste transporter Nieto and Sons Trucking , 1281 Brea Canyon , Brea CA <br /> 92821 to a permitted hazardous waste facility ; Republic Services Forward Inc , 999 S Austin <br /> Rd , Manteca , California . Sketches of each side of the tank will be drawn showing areas of <br /> corrosion , rust , dents , hoes or damages if present . The drawings will also show the <br /> dimensions of the tank and the locations of the vent and fill pipes , as well as other pertinent <br /> tank features . <br /> 8 . Confirmation Sampling <br /> Prior to removal of the tank , measuring of the 02 levels will take place immediately . Upon the <br /> excavation and removal of the UST ' s , soil samples will be collected to confirm <br /> contaminated/uncontaminated soil . Additional soil sample will be taken in UDC and piping area . <br /> Soil sampling will be taken immediately beneath the removed portion of the tank , a minimum of <br /> two feet into the native material at each end of the tank in accordance with section 2649 Soil <br /> samples will be taken at every 20 linear feet along piping runs and as directed by the inspector <br /> overseeing the closure . It is determined by the agency to waive the requirements for analysis of <br /> all constituents , breakdown or transformation products can be determined if there will be a <br /> significant threat to water quality or the environment . All excavated soil will be stock piled on <br /> impervious material and covered with plastic , waddles and sandbags . All soil appearing to be <br /> contaminated with petroleum hydrocarbons or similar contaminants will be stored separately from <br /> soil not appearing to be contaminated . All contaminated soil will be covered with a material <br /> impervious to inclement weather, and will be handled , transported and disposed of pursuant to <br /> applicable sections of the Health and Safety Code . Contaminated soil may be remediated on site <br /> with prior approval from Health Care Services Agency and the owner . <br /> Sampling methods will be taken by forcing a clean glass and/or sealed container into the soil <br /> down four feet at each location directed by the SJCEHD or field inspector . The soil sample is then <br /> cover at both ends with aluminum foil , capped with its plastic cap and taped on both sides with <br /> plastic tape . The samples are then transported in ice chests on ice to the laboratory for analysis . <br /> This is the only method permitted by the laboratory as required under the checklist for soil <br /> sampling mandated by the state . The recommended minimum verification analysis will follow <br /> Table 2 (attached ) . <br />
