Environmental Health Department <br />AMENDED <br />11/12/2019 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />August 12, 2019 <br /> Facility Address: <br /> 23456 E FLOOD RD, LINDEN <br /> Facility Name: <br /> LONE TREE CREEK VINEYARDS-LINDEN <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />An accumulation of oil was observed in the secondary containment of the portable used oil storage tank. Dark <br />staining was observed under the Red Diesel aboveground storage tank. Staff indicated there may be a leak. <br />Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately remove the <br />accumulation of oil, fix the diesel leak, and clean up stained soil, and manage according to Title 22 hazardous waste <br />regulations. Submit a statement and supporting documentation explaining how this waste was managed. <br />This is a minor violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />OBSERVATION: An accumulation of oil was observed in the secondary containment of the portable used oil storage <br />tank. <br />REGULATION GUIDANCE: All facility communications or alarm systems, fire protection equipment, spill control <br />equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure <br />its proper operation in time of emergency. <br />CORRECTIVE ACTION: Immediately clean the liquid from the secondary containment and manage waste <br />according to Title 22 California Code of Regulations. Provide a corrective action statement to the San Joaquin <br />County Environmental Health Department within 30 days. <br />This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br />Several 55 gallon drums were observed on site neat the fuel tanks. Containers larger than five gallons that <br />previously held a hazardous material shall be marked with the date they were emptied and managed within one year <br />of being emptied. Immediately mark and manage all empty containers per this section. <br />This is a minor violation. <br />Overall Inspection Comments: <br />An inspection report was provided to the facility operator on the day of inspection. The report was amended by <br />the EHD to add violation #303.
