Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site. Start maintaining all required records. A black oily liquid was observed in the secondary containment for the used oil. All facility communications or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of emergency. Immediately clean out the secondary containment and begin this practice. This is a minor violation.
