Environmental Health Department
Small Quantity Hazardous Waste Generator Inspection Report
Date:
June 11, 2019
Facility Address:
2115 W WASHINGTON ST, STOCKTON
Facility Name:
WESTWAY FEED PRODUCTS
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
RemarksItem #
110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years.
Copies of hazardous waste disposal records for used oil from forklifts and other machines that require maintenance
were not found on site for the past three years. According to Andrew Torres, Plant Manager, Gold Coast Inc
services the forklifts and Cisco Air Systems service the air compressors. Gold Coast leaves a disposal record
showing how much used oil is taken. Only one used oil disposal record from Gold Coast was observed. An email
received by the Plant Manager showed that used oil waste was generated on 6/15/2018. No disposal records were
seen from Cisco Air Systems.
If the used oil is not being disposed of on a uniform manifest or a consolidated manifest, the following documentation
needs to be kept for each facility to show that the repair business is following California Health and Safety Code
Section 25250.12 under Article 13 of Management of Used Oil:
-The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one time.
-The address information on where used oil is being transported to.
-The date the used oil is generated.
Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts
used in a consolidated manifesting procedure on site for three years and have them readily available for review.
Immediately start maintaining all required records, locate a copy of all hazardous waste manifests and disposal
records from any contractor for the last three years, maintain them on site, and submit copies of any used oil
disposal records for 2018 and 2019 to the EHD for review.
This is a Class II violation.
303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination
equipment.
The eye wash station was missing a cap allowing dirt and debris to cover it. All facility communications or alarm
systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be
tested and maintained as necessary to assure its proper operation in time of emergency. Immediately clean the
eyewash station, replace the cap, and begin this practice.
This is a minor violation.
406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied.
Thee 275 gallon totes in Hazmat Area 8 were observed without an empty label. Containers larger than five gallons
that previously held a hazardous material shall be marked with the date they were emptied and managed within one
year of being emptied. Immediately mark and manage all empty containers per this section.
This is a minor violation.
FA0010219 PR0544552 SC001 06/11/2019
EHD 22-01 Rev. 09/27/2018 Small Quantity Hazardous Waste Generator OIR
1868 E.
