According to Andrew Torres, Plant Manager, Gold Coast Inc <br />services the forklifts and Cisco Air Systems service the air compressors. Gold Coast leaves a disposal record <br />showing how much used oil is taken. Only one used oil disposal record from Gold Coast was observed. An email <br />received by the Plant Manager showed that used oil waste was generated on 6/15/2018. No disposal records were <br />seen from Cisco Air Systems. <br />If the used oil is not being disposed of on a uniform manifest or a consolidated manifest, the following documentation <br />needs to be kept for each facility to show that the repair business is following California Health and Safety Code <br />Section 25250.12 under Article 13 of Management of Used Oil: <br />-The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one time. <br />-The address information on where used oil is being transported to. <br />-The date the used oil is generated. <br />Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts <br />used in a consolidated manifesting procedure on site for three years and have them readily available for review. <br />Immediately start maintaining all required records, locate a copy of all hazardous waste manifests and disposal <br />records from any contractor for the last three years, maintain them on site, and submit copies of any used oil <br />disposal records for 2018 and 2019 to the EHD for review. <br />This is a Class II violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br />equipment. <br />The eye wash station was missing a cap allowing dirt and debris to cover it. All facility communications or alarm <br />systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be <br />tested and maintained as necessary to assure its proper operation in time of emergency. Immediately clean the <br />eyewash station, replace the cap, and begin this practice. <br />This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br />Thee 275 gallon totes in Hazmat Area 8 were observed without an empty label. Containers larger than five gallons <br />that previously held a hazardous material shall be marked with the date they were emptied and managed within one <br />year of being emptied.
