S 11�1 N J OAQ I I N Environmental Health Department <br /> COUNTY— AMENDED <br /> 9/24/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HECTOR REYNOSO MOBILE SERVICE 1 1055 S Stockton St, Stockton September 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(4)(2)Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: The emergency eyewash station was empty and the emergency eyewash bottles located in the <br /> eyewash station were covered in dirt/dust. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment,spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the emergency eye wash station area into proper working order by repair, <br /> replacement or testing. Provide a corrective action statement to the San Joaquin County Environmental Health <br /> Department within 30 days. <br /> This is a Class II violation. <br /> 401 CCR 66262.34(d)(2)Failed to store hazardous waste in a container that is in good condition. <br /> OBSERVATION: Hazardous waste was found stored on-site in a container that is not in good condition. In the <br /> back storage area, one blue 55 gallon poly drum containing diesel waste had a tear on the side from being bent. <br /> REGULATION GUIDANCE: Hazardous waste shall be stored in a containers that are in good condition. If a <br /> container holding hazardous waste is not in good condition (e.g., severe rusting, apparent structural defects), or if it <br /> begins to leak,the owner or operator shall transfer the hazardous waste from this container to a container that is in <br /> good condition, or manage the waste in some other way that complies with the hazardous waste requirements. <br /> CORRECTIVE ACTION: Immediately transfer the diesel waste into a container that is in good condition.
