Channel St. , Stockton CA during the move (varying amount of elapsed time provided by Leon , months to 3-4 weeks ago ) without first preparing a uniform hazardous waste manifest. -During site visits to 1000 and 1015 E Channel St. , Stockton CA 10/2015 Leon identified hazardous waste on site that had been transported from this location by his employees . -Items identified in photos from the inspection reports dated 2013 and 2014 were identified at the facilities on Channel St. , Stockton CA as hazardous waste . 1000 and 1015 E Channel St. , Stockton CA are not permitted treatment, storage and/or disposal facilities by the Department of Toxic Substances Control ( DTSC) . Immediately cease transportation of hazardous waste by unlicensed hazardous waste transporters , without a hazardous waste manifest to an un- permitted facility . This is a Class II violation. 301 CCR 66262 . 34 (d) (2) Facility not maintained to minimize the release of a hazardous waste . At time of inspection : -In building " B" large dark oily staining seen on the ground (dirt) . Leon said this spill was " Prime" -In building "A" 2 pieces of equipment (bottling ) were seen with large oily stains and absorbent around them . Both of these items were violations also identified in the 2013 and 2014 inspection reports Facilities shall be maintained and operated to minimize the possibility of a fire , explosion , or release of hazardous waste to air, soil , or surface water which could threaten human health or the environment. Immediately clean the areas described above , and manage according to Title 22 hazardous waste regulations . Submit a statement and supporting documentation explaining how 0 these wastes were managed . ****** Please also see inspection report (attached from August 30 , 2013 August 20 , 2014 ) that address other areas that the facility failed to minimize the release of a hazardous waste .
