The monitoring plan is not current and/or not approved by the EHD. On the 12/26/18 submittal it states that the 87 product and diesel product tank have VMI 2000 as mechanical leak detectors and VMI LD2000 for the 91 product tank. However, the inspector observed that the 91 product and diesel product tanks have Red Jacket FXIV leak detectors and the 87 product leak detector had VMI LD2000 . The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 121 CCR 2712(f) Failed to submit a written response within 30 days of receiving an inspection report. An inspection was last done on 1/19/18 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 2/18/18. This information was received on 3/27/18, over a month late resulting in a non-compliant status for this facility. An operator that receives an inspection report shall have 30 days to submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. This is a repeat violation, Class II. 201 CCR 2712(b) Failure to maintain monitoring, maintenance, and follow up action records. Maintenance and monitoring records for the last three years were not found on site. No follow up records were found for the L6-87 STP fuel alarm on 1/27/18, T3-Diese product overfill alarm on 3/1/18, T2-91 product overfill alarm on 8/30/18,T1-87 product overfill alarm on 8/30/18 and 11/28/18. These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment,ground water elevations, or other test results; (6)results of inventory readings and reconciliations. Immediately locate and maintain all maintenance and monitoring records for the last three years on site and submit copies to the EHD. This is a repeat violation, Class II. 204 CCR 2712(1)Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a repeat violation, Class ll.
