The Tank-2 sump line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed leak detector(LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the UST system may be red tagged to prevent fuel inputs. This is a minor violation. 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill prevention. Overfill prevention testing conducted on 10/4/18 included percent capacity based on the linear location instead of the tank volume. A check of the numbers for T-3 (overfill level from test results: 86", tank chart max volume: 11,627 gallons, tank chart volume at 86": 11,326 gallons) indicate the flapper is set at 97.4%. The results also state the vent piping is secondarily contained; the tank forms state the vent piping is single-walled. This testing was required to be conducted by October 13, 2018 and include the location of the flapper at a percent of volume capacity of the tanks. Immediately update these test results and ensure that all flappers are located at the proper tank volume. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by March 16, 2019.
