3.5.2 Facility Ownership/Operators <br /> D.H. Winn Trucking Company currently uses all three parcels that comprise the Site as a commercial <br /> truck terminal for transporting gravel, asphalt, concrete, and brick (none of these materials are stored at <br /> the Site). Truck washing and maintenance activities are concentrated in and around the structure on the <br /> southern parcel; while the northern and western parcels are primarily used for parking. On the northern <br /> parcel, a fence, garage, and trailer owned by the north-adjacent neighbor encroach onto the Site by <br /> approximately five feet. That north-adjacent property is used as a residence and small vineyard. <br /> 3.5.3 Business Type and Years of Operation <br /> The southern parcel of the Site was the location of a grain warehouse (possibly the current structure)from <br /> prior to 1898 until at least the 1930s. Between the 1930s and 1970s, the southern parcel was used for <br /> brick making and sand blasting. The Winn family acquired the southern parcel in approximately 1975, at <br /> which time the structure located thereon had an earthen floor, and the remainder of the parcel was <br /> unpaved. The Winn family installed the concrete slab floor and paved the remainder of the parcel. <br /> The western parcel and the southern portion of the northern parcel were historically a railroad right of <br /> way. So far as is known,the northern portion of the northern parcel has never been developed. The Winn <br /> family purchased the northern and western parcels within the past two years and now use them for car and <br /> truck parking. These parcels are unpaved. <br /> 3.6 SURROUNDING PROPERTY LAND USES <br /> The Site is located in the unincorporated community of Lockeford, which is surrounded by agricultural <br /> land, dominated by vineyards and orchards, intermixed with rural and semi-rural residences. Land uses <br /> for properties adjacent to the Site are noted on Figure 2 and include an elementary school, two residences <br /> (one including a small vineyard), a larger vineyard, a church, and two unpaved parking areas. Within <br /> about L/4 mile north of the Site is the "downtown" commercial area of Lockeford, an area a few blocks <br /> long of mixed retail businesses. A residential area of a few hundred residents surrounds this commercial <br /> area. A small area of agriculture-related light industry is located approximately 1/2 mile west of the Site, <br /> along Locke Road. <br /> 3.7 PHASE I ESA REPORT RECOMMENDATIONS <br /> The Phase I ESA found no recognized environmental conditions at the Site except for the following <br /> [NOA, 2002]: <br /> • probable areas of moderate soil contamination by petroleum hydrocarbons throughout the Site, <br /> especially near the former UST,existing ASTs, and maintenance areas; <br /> • a potential for soil contamination by metals, petroleum hydrocarbons, and polycyclic aromatic <br /> hydrocarbons(PAHs) along the area of the former rail line; <br /> • a potential for elevated levels of metals and hydrocarbons in the soil below the slab of the <br /> building; and <br /> • a potential for asbestos-containing materials, lead-based paint, and bricks with elevated metals <br /> content in the existing building. <br /> Page 11 PAPEA L.ockeford\Work PIanV_ockeford WP.doc <br />
