SAN..JOA Q U I N Environmental Health Department <br /> COUNTY V7_ <br /> 13 2�IIq <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY76 2420 W GRANT LINE RD, Tracy May 22, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 309 CCR 2636(f)(1) Monitoring in sump/ UDC failed to activate an audible and visual alarm or stop the flow product. <br /> The UDC 1/2 Diesel product float failed to stop the flow of product when tested to ensure continuous monitoring of <br /> the tank system. The float was "water logged" based on the service technicians descriptions. All monitoring <br /> equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser <br /> when it detects a leak. Correct immediately by having a properly licensed, trained, and certified contractor replace <br /> the failed component with a functional component(LG 113-x listed, if applicable)and obtain a permit within one <br /> business day, if required from the EHD. If the failed component can't be replaced immediately, there is a possibility <br /> that the Diesel UST system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class ll. <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> A strong smell was noted in UDC 7/8 along with a liquid a with pooling in the UDC and in an opening of where a float <br /> used to sit in the float and chain, indicating a leak in the primary piping. The service technician removed <br /> approximately one gallon of liquid from UDC 7/8 and noted that the leak was coming out of the line connected to the <br /> 91 product meter. All primary containment for the UST system must be tight. Immediately have a properly licensed, <br /> trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD, if <br /> required. <br /> This is a minor violation. <br /> 318 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. <br /> The 91 product line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br /> detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor <br /> repair or replace the failed leak detector(LG 113-x listed, if applicable) and obtain a permit within one business day <br /> from the EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the [GRADE] UST <br /> system may be red tagged to prevent fuel inputs. <br /> This is a minor violation. <br /> 320 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations, title 23 division <br /> 3, chapter 16 section 2635(c)(2) shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br /> months thereafter; and within 30 days of the date of a repair. The site conducted the test on 1/30/19, over three <br /> months late. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the <br /> regulation and submit test results within 30 days of performing the inspection. Overfill prevention equipment <br /> inspection is required once by October 13th, 2018 and every 36 months thereafter. Take all necessary precautions <br /> to ensure testing is performed in a timely manner. Ensure a 48 hour notification is provided to EHD prior to <br /> conducting the inspection.
