ARCADIS <br /> The Gordon Family Trust was unable to complete the remaining tasks required by the <br /> order; therefore, the DTSC found the Gordon Family Trust in non-compliance of the <br /> order, reclassified the Site as an Orphan Site, thereby making funds available to <br /> complete the removal and the site assessment project. <br /> 2.4.1 Property Ownership <br /> The Gordon Family Trust is the current owner of the property. <br /> 2.4.2 Site Zoning <br /> According to the City of Manteca Redevelopment Department, the Site is located in a <br /> residential portion of Manteca, California, and is zoned R/1. <br /> 2.5 Surrounding Property Land Uses <br /> The Site is located in a predominantly residential area. Residential properties are <br /> located north, west, and south of the Site. Brock Elementary School is located to the <br /> southwest. South Union Road is located east of the Site. Sequoia Christian Academy of <br /> Manteca and Manteca Fire Prevention/Fire Department are located east of South Union <br /> Road. <br /> 2.6 Observations during Site Reconnaissance <br /> A site reconnaissance was conducted by ARCADIS and DTSC on April 14, 2010. The <br /> site is currently abandoned. Structures located on-site include an abandoned residence, <br /> a barn, a few sheds, a domestic well, a pump house, and a silo. Tall grass and weeds <br /> cover the majority of the surface of the Site. Portable storage containers formerly used <br /> to store chemicals are located along the northern and central areas of the Site. A few <br /> fruit or nut trees were observed in the southwestern portion of the Site. Fifty-five gallon <br /> drums with vegetation growing out of the tops were observed along the western site <br /> boundary. <br /> 3.0 SAMPLING AND ANALYSIS PLAN <br /> A sampling and analysis program will be conducted to evaluate the potential presence <br /> of chemical constituents in surface and shallow subsurface soils. The PEA field <br /> investigation will consist of collecting and analyzing surface soil and shallow subsurface <br /> soil to assess environmental conditions at the Site. Figure 2 shows the proposed <br /> sampling locations.
