ARCADIS <br /> to wastes accumulated and/or discharged to site soil (DTSC 2007). Due to this finding, <br /> order number I&SED 07/08-005 was issued to the Gordon Family Trust for the Site. <br /> According to the non-compliance order (DTSC 2008), a portion of the order had not <br /> been completed; therefore, the Site was determined as out of compliance. <br /> The Gordon Family Trust contracted with Nichols to prepare a Chemical Identification <br /> and Disposal Plan (CIDP) for the Site. Nichols submitted the CIDP to the DTSC for <br /> approval on May 1, 2008. The DTSC approved the CIDP on May 14, 2008. <br /> The CIDP consisted of four tasks: 1) Project Setup and Notifications; 2) Hazard <br /> Categorization and Containerization; 3) Transportation and Disposal of Hazardous <br /> Materials and Wastes; and 4) Removal of Non-Hazardous Material and Debris <br /> including Structures and Transportation to an appropriate landfill. <br /> From July 7 through 18, 2008, Nichols and its subcontractors, Clean Harbors and Parc <br /> Specialty Contractors, conducted hazardous classification and identification. Global <br /> positioning waypoints were assigned to locate each container identified at the Site. <br /> Six cubic yards of asbestos-containing transite pipe and roofing panels were transported <br /> off-site on November 6, 2008. <br /> A small mason jar of mercury was discovered in the shed; the jar had been spilled in <br /> November 2008. The container was over-packed, and Parc Specialty Contractors <br /> conducted mercury vapor screening. Nichols reported that mercury vapors were not <br /> found to exceed the detection limit of the equipment used for field screening. <br /> A total of 43 fire extinguishers were removed from the Site and transported to Butch <br /> Young and Son in Stockton, California, on January 13, 2009. <br /> Compressed gas cylinders were removed from the Site and transported for disposal at <br /> Rho Chem Corporation in Inglewood, California, on January 13, 2009. <br /> Seven propane tanks were removed from the Site and transported to Amerigas in <br /> Sacramento, California. Nichols mobilized sea containers stored inside of the fenced <br /> area to containerize chemicals for shipping to disposal facilities, which included Rho <br /> Chem Corporation and Burlington Environmental, Inc., in Kent, Washington. <br /> Fifty-seven compressed gas cylinders and three boxes of glass jars for fingerprinting <br /> were planned for removal on January 23, 2009. <br /> Nichols prepared a report titled "Completion Report, Chemical Identification and <br /> Disposal Plan," dated January 26, 2009. The completion report includes the manifest, <br /> non-hazardous waste manifests, and bills of lading associated with transportation of the <br /> chemicals from the Site.
