SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BSC ESPRESS TRUCK&TRAILER REPAIR 1 1850 PARK ST, LATHROP December 16, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed on the North East side of the property along the fence: <br /> -One 1 gallon oil container with used oil observed with used oil on top and underneath of container. <br /> -Three 1 gallon containers with engine oil observed heavy oil stains found on the ground. <br /> -One white 5 gallon bucket with used oil and one used oil filter observed with no lid, heavy oil stain accumulating <br /> underneath. <br /> -Multiple heavy oil stains found the ground. <br /> I observed the following in a trailer/hazardous waste storage area located in the north entrance of the property: <br /> -Five 55 gallons drums with used oil observed with used oil accumulating on lid. <br /> -Heavy oil stains observed in hazardous waste storage area. <br /> -One used metal oil filters found on top of one 55 gallon drum with used oil. <br /> The following were observed on the East side of the property: <br /> -One white 5 gallon bucket with used oil and one used oil filter observed with no lid, heavy oil stain underneath and <br /> no hazardous waste label. <br /> -One black used metal oil filter found on the ground. <br /> The following were observed in the North side of the facility: <br /> -One cardboard box with one 1 gallon container/oil pan observed with used oil and one used metal oil filters. <br /> -Used oil accumulating on saturated cardboard and releasing onto ground underneath big rig. <br /> -Used oil pan with three used metal oil filters found underneath big rig. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean stains, accumulating oil and used oil filters. Manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste.
