SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BSC ESPRESS TRUCK&TRAILER REPAIR 1 1850 PARK ST, LATHROP December 16, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed in the hazardous waste <br /> storage area: <br /> -Five 55 gallons drums with used oil observed with no lids for the bunghole. <br /> -Two 1 gallon oil containers with used oil observed with no lids. <br /> The following were observed outside to trailer/hazardous waste storage area: <br /> -One oil pan observed with used oil and oily debris observed with no lid found underneath big rig. <br /> -One orange 5 gallon bucket with used oil observed with no lid. <br /> -One 1 gallon container with used coolant observed with no lid. <br /> The following were observed on the North East side of the property along the fence: <br /> -One plastic tub with used oil observed with no lid and no hazardous waste label. <br /> -One 55 gallon drum with used metal oil filters observed with no lid. <br /> The following were observed on the East side of the property: <br /> -One white 5 gallon bucket with used oil and one used oil filter observed with no lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: The following were observed in the North side of the facility: <br /> -One empty 55 gallon drum with no empty label. Formally held engine oil. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
