Environmental Health Department <br />AMENDED <br />10/5/2020 <br />RCRA Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />August 31, 2020 <br /> Facility Address: <br /> 1325 EL PINAL DR, STOCKTON <br /> Facility Name: <br /> METAL FINISHING SOLUTIONS - STOCKTON <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br />OBSERVATION: <br />-The secondary containment for the process line was observed with approximately 3-4 inches of clear liquid with a <br />grayish white sludge. Per Corey Dehl (General Manager), this sludge was accidentally pumped into the secondary <br />containment instead of the hazardous waste tanks and has been there for more than three weeks. Additionally, the <br />facility is waiting for the sludge to dry out so that it can be scooped out and disposed of as hazardous waste. SJC <br />EHD measured the pH of the liquid with pH paper and it indicated a pH of 1-2. <br />-A secondary containment pallet for sodium hydroxide was observed on the eastern side of the process line <br />approximately half full of yellow sludge. <br />-A secondary containment pallet for sulfuric acid was observed on the eastern side of the wastewater treatment <br />area approximately half full of liquid. <br />-The secondary containment for the wastewater treatment tanks was observed with an accumulation of clear liquid <br />below the pump between the two neutralization tanks. SJC EHD took a pH of the liquid and it indicated a pH of 14. <br />REGULATION GUIDANCE: All facility spill control equipment shall be maintained as necessary to assure its proper <br />operation in time of emergency. <br />CORRECTIVE ACTION: Bring the secondary containment into proper working order by removing the liquid in the <br />secondary containment and placing in the proper waste container. Provide a corrective action statement to the San <br />Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: The following open hazardous waste storage containers were observed on-site: One white plastic <br />275 gallon tote of spent aluminum filters was observed open east of the process line. <br /> <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br />when not adding or removing waste.
