Environmental Health Department
AMENDED
10/5/2020
RCRA Large Quantity Hazardous Waste Generator Inspection Report
Date:
August 31, 2020
Facility Address:
1325 EL PINAL DR, STOCKTON
Facility Name:
METAL FINISHING SOLUTIONS - STOCKTON
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
RemarksItem #
303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment.
OBSERVATION:
-The secondary containment for the process line was observed with approximately 3-4 inches of clear liquid with a
grayish white sludge. Per Corey Dehl (General Manager), this sludge was accidentally pumped into the secondary
containment instead of the hazardous waste tanks and has been there for more than three weeks. Additionally, the
facility is waiting for the sludge to dry out so that it can be scooped out and disposed of as hazardous waste. SJC
EHD measured the pH of the liquid with pH paper and it indicated a pH of 1-2.
-A secondary containment pallet for sodium hydroxide was observed on the eastern side of the process line
approximately half full of yellow sludge.
-A secondary containment pallet for sulfuric acid was observed on the eastern side of the wastewater treatment
area approximately half full of liquid.
-The secondary containment for the wastewater treatment tanks was observed with an accumulation of clear liquid
below the pump between the two neutralization tanks. SJC EHD took a pH of the liquid and it indicated a pH of 14.
REGULATION GUIDANCE: All facility spill control equipment shall be maintained as necessary to assure its proper
operation in time of emergency.
CORRECTIVE ACTION: Bring the secondary containment into proper working order by removing the liquid in the
secondary containment and placing in the proper waste container. Provide a corrective action statement to the San
Joaquin County Environmental Health Department within 30 days.
This is a Class II violation.
403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous
waste.
OBSERVATION: The following open hazardous waste storage containers were observed on-site: One white plastic
275 gallon tote of spent aluminum filters was observed open east of the process line.

REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and
storage, except when it is necessary to add or remove waste.
CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed
when not adding or removing waste. Provide a corrective action statement and supporting documentation to the
San Joaquin County Environmental Health Department within 30 days.
This is a Class II violation.
FA0024706 PR0543517 SC001 08/31/2020
EHD 22-03 Rev. 9/16/2020 RCRA Large Quantity Hazardous Waste Generator OIRPage 10 of 16
1868 E.
