Environmental Health Department <br />AMENDED <br />10/5/2020 <br />RCRA Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />August 31, 2020 <br /> Facility Address: <br /> 1325 EL PINAL DR, STOCKTON <br /> Facility Name: <br /> METAL FINISHING SOLUTIONS - STOCKTON <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br />OBSERVATION: Three blue plastic empty 55 gallon drums that previously held sodium hydroxide were observed <br />without the date emptied. <br />REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br />waste must be managed per Title 22 California Code of Regulations (CCR) section 66261.7. Refer to this section <br />and California Department of Toxic Substances Control guidance for more information. <br />CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br />within one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action <br />statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD) <br />within 30 days. <br />This is a Class II violation. <br /> 501 CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br />OBSERVATION: The hazardous waste tanks storing alkaline waste and acid waste do not have complete labeling. <br />-One 1500 gallon alkaline waste tank was observed in the neutralization area without the words "Hazardous Waste" <br />and an accumulation start date. <br />-One 1500 gallon acid waste tank was observed in the neutralization area without the words "Hazardous Waste" <br />and an accumulation start date. <br />REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words Hazardous Waste and the <br />accumulation start date. <br />CORRECTIVE ACTION: Label the hazardous waste tanks with the words Hazardous Waste and the accumulation <br />start date.
