Sidewalk was cut and <br /> excavated . Fill material over the UST was removed and stockpiled adjacent to the <br /> excavation . A utility line was removed over the UST excavation , which formerly serviced <br /> a regional transportation service bus stop location . <br /> Once uncovered , the UST was inspected to evaluate residual waste and was determined <br /> to be empty of liquids . The UST was then cleaned using a cleaner- degreaser ( Simple <br /> Green ) . Rinseate was pumped into a holding 55 - gallon drum and labeled . A total of <br /> approximately 30 gallons of waste and rinseate were transported under hazardous <br /> manifest by American Valley Waste Oil , Inc . (AVWO ) ; ( Manifest Document No . <br /> 002836782 ) to CFR in Los Angles , California , a permitted disposal site ( EPA <br /> CAL000270577 ) . The manifest number ( 003371084GBF ) is included as Attachment A . <br /> After rinsing , approximately 20 lbs . of dry ice was then applied to the UST , rendering of <br /> the UST as " inert" utilizing dry ice . Dry ice was applied to the UST and then sealed with <br /> a Y4- inch vent hole . The lower explosive limit ( LEL ) and free oxygen was simultaneously <br /> measured to evaluate the risk of fire prior to UST handling and removal . <br /> The UST was containerized , waste piping was collected and transported and properly <br /> disposed of by West Coast Equipment of Turlock , California . The tank disposal receipt <br /> and Tank Closure Form are included in Attachment B and C manifest . <br /> The remaining portions of the excavation were backfilled with native soil removed from <br /> the excavation . The soil exhibited no visible contamination and had no hydrocarbon odors <br /> (the soil was checked with a photo ionization device ( PID ) organic vapor meter and was <br /> non -detect) ; therefore , the soil was placed back into the excavation . <br /> The open trench was backfilled with the soil stockpile generated by the excavation . <br /> Engineered fill base was compacted over the UST excavation area . <br /> The sidewalk was replaced over the UST excavation in January 2017 . <br /> SOIL SAMPLING <br /> Representatives of Precision EnviroTech Analytical Laboratory ( PETAL) collected <br /> samples from both the floor of the excavation and the excavated soil (two samples prior <br /> to returning it to the excavation ) . <br /> Samples were collected at the direction and observation by Ms . Elana Manzo of the San <br /> Joaquin County Environmental Health Department (SJCEHD ) . The excavation sample <br /> was collected from the floor of the UST pit at approximately 8 - 9 feet below surface grade <br /> ( bsg ) (Tank Bottom ) .
