SAN ,dDAQ U I N Environmental Health Department C01-1 N T Large Quantity Hazardous Waste Generator Inspection Report Facility Name: Facility Address: Date: ADESA GOLDEN GATE 1 18501 W STANFORD RD,TRACY September 15, 2020 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks (1)the job title for each position at the facility related to hazardous waste management, and the name of the employee filling each job; (2)a written job description for each position listed under paragraph (d)(1)of this section.This description may be consistent in its degree of specificity with descriptions for other similar positions in the same company location or bargaining unit, but shall include the requisite skill, education, or other qualifications, and duties of employees assigned to each position; (3)a written description, including a syllabus and/or outline, of the type and amount of both introductory and continuing training that will be given to each person filling a position listed under paragraph (d)(1)of this section; (4)employee-signed or-certified records that document that the training required under subsections(a), (b), and (c) of this section has been given to, and completed by, each employee. (e)The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility. Personnel training records may accompany personnel transferred within the same company. CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the time frames and training materials required by this section. Provide training documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. The documentation must include a list of training topics, date of training,job title, name of employee,written job description (qualifications and duties), and employee signed (or certified)record that documents the training. This is a repeat violation, Class II. 118 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years during the inspection. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 9-15-2017 to 9-25-2020 for all hazardous waste including used oil, used coolant, used absorbent, used paper oil filters. Provide these records and a corrective action statement to the EHD within 30 days. This is a minor violation.
