SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ADESA GOLDEN GATE 1 18501 W STANFORD RD,TRACY September 15, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -Absorbent saturated with oil observed accumulating underneath one approximately 400-gallon product oil tank <br /> -Absorbent saturated with oil observed accumulating near secondary containment for one 55-gallon container with <br /> used coolant. <br /> The following were observed near the car wash/car cleaning area: <br /> -Two large oily sheens observed on the asphalt near the east side entrance of the car wash/car cleaning area. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean all oil stains and saturated used absorbent. Manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing the storage and final <br /> disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> OBSERVATION: The following was observed in the hazardous waste storage area: <br /> -Secondary containment for one 55-gallon container with used coolant observed with one inch of used oil and oily <br /> debris accumulating inside. <br /> REGULATION GUIDANCE:All facility spill control equipment shall be maintained as necessary to assure its proper <br /> operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment for one 55-gallon container with used coolant into proper <br /> working order by removing the liquid in the secondary containment and placing in the proper waste container. <br /> Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> FA0013769 PR0518228 SCO01 09/15/2020 <br /> EHD 22-02 Rev.8/11/2020 Page 8 of 14 Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
