Hammer Ln., Stockton
DIRECTOR
Donna Heran, REHS
ASSISTANT DIRECTOR
Laurie Cotulla, REHS
PROGRAM COORDINATORS
Carl Borgman, REHS
Mike Huggins, REHS, RDI
Margaret Lagorio, REHS
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
Kasey Foley, REHS
On May 22, 2007, Mr. Ray von Flue, Sr. REHS, San Joaquin County Environmental Health
Department (EHD), met Mr. Scott Grafius, Assistant Manager, Costco Wholesale, and asked
for consent to perform a routine hazardous waste inspection, take photographs, and collect
samples, if necessary, at the facility referenced above. Mr. Grafius granted consent and
accompanied Mr. von Flue for the entire inspection. During the inspection, Mr. von Flue
found a partial box of unbroken fluorescent tubes in a small solid waste dumpster. Mr.
Grafius removed the box and placed it in the facility's Universal Waste storage area. Mr.
Grafius stated that the bulbs belonged to the facility but did not know how they got into the
dumpster. Mr. Grafius also explained that he did not know who the dumpster belonged to
because they have a larger roll off dumpster with a lid that they keep closed and locked. Mr.
Grafius thought that the small dumpster might have been used by the property management
company.
Mr. von Flue also noticed oil staining around the trash compactor near the hydraulic hoses
going into the trash compactor. Mr. Grafius stated that he would have some employees clean
up the area and fix any leaks that may have been occurring from the trash compactor. At the
end of the inspection, Mr. von Flue left a copy of the inspection report with Mr. Grafius
(Attachment 1). Photos were taken of these violations (Attachment 2).
