Egg/poultry farms generate vectors(flies), rodents and smells that will travel to <br /> surrounding properties and that your department will have to control. <br /> 5. The manure generated by 900,000 chickens is to be stored in a covered collection <br /> and drying area almost an acre in size. We are not told how much manure is <br /> produced daily. Only that it will be sold as fertilizer to farmers at six month <br /> intervals. The six month interval is not realistic as farmers can only use this type <br /> of manure for a three to four month window after fall harvest of crops and before <br /> spring planting. Given the sensitive location of the Project Site a very strong <br /> and enforceable Manure Management Plan will be required. All manure <br /> removal equipment, conveyers and concrete lined raceways need to be at a safe <br /> level above the flood plain to ensure they are not compromised by a flood event. <br /> Much more information is needed about how the manure will be handled, dried <br /> and moved before it can be properly evaluated... <br /> 6. I am unable to find any information about how disposal of an estimated 300 daily <br /> dead chickens(Count is from Olivera's Bowman Road preliminary Manure <br /> Management Plan) would be handled. I trust we will not be treated to <br /> incineration as our air quality has already been criticized by Federal officials. <br /> The Applicant, Olivera Family Limited Partnership has not shown the ability to properly <br /> run a poultry/egg facility in other locations. Santa Clara County Environmental <br /> Resources Agency projected it would spend 351 inspection hours equaling $28,388 <br /> during the 2003-2004 calendar year to provide weekly inspection and consultation <br /> services required by the Santa Clara County Board of Supervisors for an Olivera <br /> egg/poultry farm on Canada Road in Gilroy. This cost projection was considered <br /> conservative as it did not account for other real costs such as Department overhead <br /> allocation, equipment operation and maintenance, and County Counsel costs. Santa Clara <br /> County did not recover any revenue for its inspection services of the Olivera poultry <br /> facility. Santa Clara County Environmental Resources Agency provided weekly <br /> inspections of the Olivera Egg Ranch at 4140 Canada Road, Gilroy, CA from February <br /> 25, 2003 until it was abandoned by Olivera in September of 2005. Please refer to <br /> attached Santa Clara County records for specific information. Your recent inspections <br /> (5/24/06, 11/9/06 and 2/26/07)of the Olivera facility located on Bowman Road in San <br /> Joaquin County show continued disdain for following Best Farming Management <br /> Practices, and ongoing disregard for your recommendations. <br /> I request your Department require a FULL ENVIRONMENTAL REPORT before Site <br /> Approval of this application.
