i <br /> The following is an itemized list of hazardous waste violations that have not been <br /> addressed for LATHROP WATER TREATMENT FACILITY/ CORP YARD as of <br /> September 22, 2016. <br /> Open violations from May 10, 2016 inspection <br /> Violation#401 - Failed to store hazardous waste in a container that is in good condition. <br /> One gallon container labeled as Graffiti buster V.O.0 was seen on a shelf severely rusted, actively leaking. <br /> Hazardous waste shall be stored in a container that are in good condition. Immediately transfer all hazardous j <br /> wastes into containers that are in good condition or have hazardous wastes properly disposed of by a licensed I( <br /> hazardous waste hauler under a proper manifest. i <br /> Violation #403 - Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> At time of inspection: E <br /> -The filter press cake was stored in an open top roll off bin. The bin has a lid but it does not properly close. (( <br /> -Two 1 gallon containers of by-lux bright(safety) red were seen, wet, open behind the storage shed. <br /> -One coffee can marked"paint thinner", open, with liquid inside seen stored under a piece of equipment near the <br /> storage shed. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately i <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. 1 <br /> Violation#406 -Contaminated container not marked with date emptied or managed within one year of being <br /> emptied. <br /> At time of iinspection: <br /> White and Blue Poly drums, 30-55g, that once held pesticides were seen throughout the property. Some were cut in <br /> half with free standing liquid in them. Two were seen in the retention pond. <br /> Containers larger than five gallons that previously held a hazardous material shall be marked with the date they <br /> were emptied and managed within one year of being emptied. Immediately mark and manage all empty containers ! <br /> per this section. <br /> Violation#601 -Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> At time of inspection: i <br /> -The twenty yard roll off bin did not have a legible start accumulation date. According to Milton Daley, the filter cake 1 <br /> hazardous waste is hauled off site, usually once a year. The hazardous waste is held until there is a truck full <br /> accumulated to minimize the cost of disposal. <br /> -Used Mercuric Bromide test strips seen in the lab did not have a start accumulation date on <br /> -Two 1 gallon containers of by-lux bright(safety) red were seen, wet, open behind the storage shed. <br /> -One coffee can marked"paint thinner", open, with liquid inside seen stored under a piece of equipment near the <br /> storage shed. <br /> Facilities who generate more than 1000 kg of hazardous waste per month may store waste on site up to 90 days. <br /> Immediately contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy <br /> of the manifest to the EHD. <br /> I <br /> i <br /> I <br /> Page 5 of 6 <br /> I <br />
